Once upon a time, Google let advertisers precisely manage their targeting and gave them good data to optimize their campaigns.

The problem (as Google saw it) was that most traffic is terrible (unprofitable to advertisers) and smart, hard-working advertisers learned to target the best traffic and avoid the terrible.

Google faced the choice of simply being a great ad platform, or setting up a system to monetize its terrible traffic for greater revenue.

Choosing the latter means obscuring data and limiting controls.
